Refillable with replaceable tips. Comes empty. The tips do wear and become soft and tend to pick up more highly pigmented polish and spread it around. Less useful with products besides polish as there's not enough solvent in the pen to dissolve thicker products. Using a cuticle pusher was just as effective as this pen and didn't require maintenance. Moreover, if it's not being used on a regular basis it tends to dry out and needs refilling. Not only does it dry out but it leaks not insubstantially. Overall this was an experiment that I didn't care to repeat. I didn't find it useful either for professional or for home use.
